ITANAGAR, Feb 27: The State Bank of India under its Community Service Banking Programme donated an ambulance (Tata Sumo) to Ramakrishna Mission, Aalo in a simple function in the SBI Regional Business office premises here, today afternoon.
Debu Maharaj of Rama Krishna Mission, Itanagar, on behalf of Ramkrishna Mission Aalo, received the key of the vehicle from Rajnish Kumar, Chief General Manager (CGM), SBI, North East Circle, Guwahati.
Before handing over the key, CGM Kumar said that the ambulance has been donated under its Community Banking Service programme for providing better mobile medical facilities to poor and needy people of Aalo and remote villages of the district at free of cost. Informing about SBI’s community service, Kumar said that similar type of vehicle was also donated by SBI two days ago in Silchar, Assam. He said that SBI has already donated fans, water purifiers etc. to many schools and taken up aforestation activities like tree plantation in the premises of various educational institutions in the region.
Expressing gratitude to the SBI and CGM in particular for donating the ambulance, Debu Maharaj said that the vehicle will be of great help to us in providing better health care services to poor and downtrodden.
The function was also attended by Ashutosh Guha, Regional Managar, SBI Regional Business office, Itanagar and other staff of the bank.

Amendment on AFSPA only after reviewing ground realities: Govt
New Delhi, Feb 27: The government on Wednesday said any decision on amending the Armed Forces (Special) Powers Act will be taken only after taking into consideration the ground reality where it is in force and no time frame can be given on the issue of changing the controversial legislation.
Minister of State for Home Mullappally Ramachandran said the issue of repealing/amending AFSPA has been under consideration of the government and Justice Jeevan Reddy Committee and the Administrative Reforms Commission (ARC) have also made certain recommendations on the subject.
"Now the Group of Ministers has to take a final decision on the ARC recommendation. On direction of the GoM, comments of the state governments concerned on the ARC recommendation have been called for.

Parliament panel against consideration of mercy pleas in rape cases
New Delhi, Feb 27: Against the backdrop of December 16 Delhi gang-
The Parliamentary Standing Committee on Home, while suggesting changes to the Criminal Law (Amendment) Bill, 2012, felt that discretionary power to grant clemency should be used judiciously, particularly in cases when the courts at the higher levels have upheld death sentence.
Though the issue of clemency was not part of its mandate, the panel made suggestions after some members raised the matter, sources said.
The committee, in its report adopted yesterday, felt that application for clemency should generally not be considered in rape and murder cases. The committee also felt that mercy petitions should be disposed of expeditiously.
Under the Constitution, the President's clemency powers can only be exercised under the advice of the government.
Article 72 gives power to the President to grant pardons, and to suspend, remit or commute sentences in certain cases.
"The President shall have the power to grant pardons, reprieves, respites or remissions of punishment or to suspend, remit or commute the sentence of any person convicted of any offence," the Article says.
The recommendation assumes significance as it comes against the backdrop of demands
for death penalty for the rapists of a 23-
The committee also wanted that the reasons for granting clemency should also be made public as in the case of awarding death sentence by courts which is open for public scrutiny. PTI
KHONSA, Feb 27: A mobile medical camp was held at Pansumthong village, about 12 Km from here under the aegis of Tirap District Heath Society today.
The camp was conducted by Dr. Nong Borang, DRCHO and his team.
The Nutrition Day was also observed in the village in which about 80 villagers both young and old enthusiastically participated. Dr Borang gave a PowerPoint presentation on health scenario of the state and the district.
The team of doctors screened a number of patients and distributed medicines free of cost. Children were immunized and pregnant and lactating mothers checked and given medicines.
Dr Borang advised the villagers to maintain proper health and hygiene and always take boiled water.
The villagers expressed their happiness and urged Dr Borang to conduct more such camps in future also.
It may be mentioned that the village has no health centre. The patients have to be taken either to Borduria or Khonsa. DIPRO

RUKSIN, Feb 27:The Chief Engineer of Public Health Engineering and Water Supply Department (PHED), Eastern Zone Lupalum Kri today visited Drinking Water Mega project at Ledum in East Siang district and took stock of its progress.
The much hyped projects worth Rs 17 crore was started in 2007 and its scheduled time of completion was April, 2011. The project came to halt after completion of 90 percent works.
Later, an additional fund amounting to Rs 2.80 crore under Special Plan Allocation (SPA) was released for resumption of the remaining works.

DLMC meeting on CSS, SPA, NLCPR held
LONGDING, Feb 27: The District Level Monitoring Committee (DLMC) of Longding district was held at Longding yesterday. The progress of various schemes under SPA, NLCPR, DoTCL, ACA, PM’s Package and other Centrally Sponsored Schemes pertaining to Longding District was reviewed in the meeting.
The Chairman of the DLMC briefed about the importance of DLMC meeting. He urged the executing departments to avoid duplicity while taking up new schemes and also maintain quality of the works. He told the Executing department to bring supporting photographs of all the ongoing schemes in the next DLMC meeting to make it more meaningful and transparent. He urged the Administrative Officers to monitor all the projects in their respective jurisdiction and submit the report.
The work departments were asked to hand over the schemes to the user agency as and when the work got completed so that the objective of the project was achieved.
Earlier, DPO cum Member Secretary DLMC, Longding Okep Tayeng, informed that the government has made it mandatory to conduct the meeting quarterly. He also informed the house that in order to streamline the Monitoring process, government has notified Circle Level Monitoring Committee, Sub Divisional Monitoring Committee and District Level Monitoring Committee. He urged the Executing Departments to show their work through power point in the future meetings.

began at a city based hotel here today. The workshop is jointly organised by the
Department of Horticulture, GoAP and National Committee on Plasticulture Application

of Horticulture (R&D) informed that the objectives of the workshop is to create

PASIGHAT, Feb 27: The scholars, writers, critics and novelists of Hindi literature across the country came together in the JN College auditorium in a two days long National level Hindi seminar (Samagra Chintan) which concluded yesterday.
Sponsored by UGC the seminar was organized by the JNC faculties to pay homage to the noted Hindi writer and critic Dr. Ramvilas Sharma on his hundred birth anniversary.
The Prof. Tamo Mibang, Vice Chancellor (RGU) inaugurated the seminar lighting the ceremonial lamp in presence of Prof. (Retd) Rajmani Sharma, Banaras Hindu University, Varanasi and Prof. Gopeshwar Singh, Delhi University.

ALSU calls off bandh
ITANAGAR, Feb 27: The Arunachal Law Students Union (ALSU) has called off its proposed Capital bandh on February 28. AYC provides relief to affected farmers

DAPORIJO, Feb 27: Assembly Youth Congress, Dumporijo provided relief to two villagers of Segi circle of Upper Subansiri district affected by rat menace.
AYC led by its president Tapi Nguki distributed 72 quintal rice to 60 families of Nguki and Uli villages under the guidance of Lok Sabha Youth Congress, Western Parliament President Dikto Yekar.
According to AYC president Nguki, the villagers had been facing food scarcity after their paddy fields and granaries were completely destroyed by rodents this year.
An estimate of foodgrains damaged by rodents in the villages has been sent to the state government for further necessary action, he informed.
Both Nguki and Yekar appealed to the State Govt. to compensate the losses of foodgrains of the farmers.
They also educated the villagers how to tackle rat menace and preserve their foodgrains.
AIMSU demands cancellation of public hearings on DMP
ITANAGAR, Feb 27: All Idu Mishmi Students Union (AIMSU) has opposed the proposed public hearings for environmental clearance for DMP (3000MW) to be held at Roing and New Anaya on 11th March and 13th March 2013 respectively.
“We were given the impression that NHPC and the Govt of Arunachal Pradesh would find a permanent solution to the vexing issue of the DMP (3000MW) to address the grievances in consultation with the Idu Mishmi Cultural and Literary Society (IMCLS), the apex body of the Idu Mishmis. Instead they have opted to thrust the Public hearing at us without a care,” the union said.
Alleging that the state Govt has maintained a stoic silence even after receiving several memoranda in this regard, the Union strongly urge the Lower Dibang Valley Deputy Commissioner to cancel both the public hearings immediately failing which “we shall be bound to resort to democratic means of protest.”
Biometric based attendence system launched in Tirap
KHONSA, Feb 27: Biometric attendance system has been installed at DC’s office here today. The system will cover the staff of DC’s office and the nearby offices. Tirap is the first district to do so as per the instruction from the state government.
It may be mentioned here that the Biometric users are monitored by CCTV cameras which were installed in the month of August, 2012.
The district administration has kept some incentives for the most regular employee who is punctual and hardworking in attending the office. All HoDs will recommend one employee from their department and after that an Employee of the Month will be chosen at the end of every month.
The use of the system has been made mandatory for all the office staff, including the HODs. This has been done to ensure that the government officials are regular and punctual in attending office. This will also improve the work culture. The Biometric system has been painstakingly installed by DIO Ajay Singh. DIPRO

India’s reptiles threatened with extinction
In a recent study the Zoological Society of London and the IUCN (International Union for Conservation of Nature) species survival commission found that upto 19 per cent of the world's crocodiles, turtles, snakes, lizards, and other reptiles are threatened with extinction. Many species from India are under threat as well just as one in five of the world's 10,000 species of reptiles. Overall, the study estimated that 30 per cent of freshwater reptiles are close to extinction.

This was the largest study of its kind on the condition of the world's reptiles. One thousand five hundred species were studied and 112 species were from India, of which 12.2 per cent are threatened with extinction. Additionally there is not sufficient data for 27 per cent of our reptiles to make an informed decision on their status.
The study, printed in the journal of Biological Conservation, is the first of its kind summarising the global conservation status of reptiles. More than 200 world renowned experts assessed the extinction risk of 1,500 randomly selected reptiles from across the globe.

I too, do vehemently support and endorse the views put forward by the president NIFCS.

At one point of time, “Loss of culture is loss of identity" used to be the slogan. Well, many seem to have understood the gravity reading between the lines. It is a good indication. Such friends ought to come one more step closer and add “Loss of faith is loss of culture..."
I salute my brothers who are doing their best to practice, preserve, promote their original, indigenous, eternal, culture and faiths, handed over to them since innumerable generations, and I appeal them to keep it up.
We are tribal, having our own ways of life and uniqueness. This uniqueness is our speciality, beauty and identity. People from other corners do visit our land to know and enjoy our uniqueness and not to see us imitating them or even some times misrepresenting their ways.
One thing I wish to emphasize finally is that let us be little more cautious and see to it that others don’t succeed in hijacking our culture in the garb of this or that pretexts and misrepresent our culture in distorted forms.

Request for early completion of Yupia-
Dear Editor,
With due respect, I on behalf of Borum Panchayat Youth Welfare Association (BPYWA)
would like to inform the managing director of SRK Construction Company that the
Papu Nallah-
But, it is seen that the department concern and your company are not giving due attention for early completion of the said road. As the traffic is totally away from this road, the work should be carried out on war footing manner. The carpeting work being carried out on this road is very poor and not up to standard specification of road, few layers of the road had also been neglected by the construction agency, SRK being the standard construction company is not maintaining proper guidelines in this project. Due to poor knowledge about the road construction of the general public, the company is fooling us, whereas the youths and general public had cooperated to the SRK company for early completion of road and peaceful working environment which has been underestimated by the company.
Therefore, we the BPYWA would like to place our grievances to concern authority.
While seeing the attitude of said company, the Govt, of Arunachal Pradesh or any
other states should stop awarding any project to SRK Company. In addition to this,
the work progress is also very slow and if this trend continues it will take another

Extend the date of submission of papers
Dear Editor,
This is in reference to the three NITs published by executive engineer, Gensi PWD division in your esteemed daily on February 26 wherein the 28th February was mentioned as the last date of submission of tender papers. In this regard I, being a local inhabitant of Gensi circle would like to inform the Chief Engineer, PWD Central Zone that it is impossible to manage papers like draft EMD and other necessary documents within 12 hours for submission along with tender papers.
